To enhance transparency, accountability, and efficiency in its services as a government agency, Don Honorio Ventura State University (DHVSU), through its Planning and Development Office (PDO), conducted a two-day Orientation-Writeshop on R.A. 11032, also known as the Ease of Doing Business (EODB) and Efficient Government Service Delivery Act, at the University Hostel on March 4-5, 2025.
The event, attended by members of the DHVSU Committee on Anti-Red Tape (CART) along with CART representatives from various offices and colleges, reinforced the University’s commitment to upholding the values of R.A. 11032 by promoting a culture of timely and effective service delivery, thereby strengthening the trust between the government and the public.
The orientation highlighted the significance of implementing R.A. 11032, emphasizing the importance of designating CART as a cornerstone of DHVSU’s collective effort to enhance the efficiency and effectiveness of its organizational processes.
Furthermore, the Harmonized Client Satisfaction Measurement Report serves as a crucial instrument for assessing and enhancing the quality of services the University provides to its clients, as it was discussed alongside the Zero Backlog Report, which aims to address and eliminate backlogs, ensuring timely services, reliability, and the fulfillment of client expectations at DHVSU.
Meanwhile, the Whole-of-Government Reengineering Manual requires various university offices and colleges to consistently perform cost compliance analyses and time-motion studies, as well as evaluate and enhance their transaction systems and procedures to minimize bureaucratic red tape and processing times, while the Guidelines for Implementing the Citizens Charter (CC) will serve as a resource for the CART members in developing their own CCs for their specific colleges and offices.
Resource speakers from the 2-day event were from the ARTA Central Luzon Regional Field Office, including Mary Grace B. Manabat, Chief Administrative Officer; Jonina D.C. Madrid, Project Development Officer III; Susan M. David, Supervising Administrative Officer; and Jaena Marie A. Bansil, Project Development Officer I.
The orientation workshop concluded with a productive discussion on the established CCs of various clusters, during which representatives from ARTA Central Luzon RFO assessed them and provided feedback.
