
Reaffirming its commitment to strengthen its gender mainstreaming initiatives, Pampanga State University convened Gender and Development (GAD) coordinators for a seminar on the GAD Plan and Budget (GPB), held at the University Hostel on December 5, 2025.
The seminar aimed to strengthen the participants' skills in preparing GPBs, identifying gender-responsive programs, and allocating resources that address gender issues, while deepening their appreciation of GAD as a tool for building a gender-responsive university.
In his welcoming remarks, Pampanga State U President Dr. Enrique G. Baking emphasized the importance of the event in advancing the university’s commitment to sustaining gender-responsive governance.
“This seminar serves as a strategic compliance mechanism that ensures Pampanga State University’s programs, plans, and budgets remain aligned with national frameworks while remaining responsive to stakeholder needs,” Dr. Baking remarked.
Meanwhile, Dr. Presley V. De Vera, GAD Coordinator of the Open University Systems of Pangasinan State University, served as the guest speaker for the event, delivering insightful topics on the vital role of integrating GAD into the university’s programs, projects, and activities.
“Doing the GAD Plan and Budget is not just a one person task. Hindi po p’wedeng isang tao lang ang gagawa. The GAD Plan and Budget is a collaborative, participative effort in which everyone must be involved from the top to bottom," said Dr. De Vera.
Spearheaded by the Gender Focal Point System (GFPS) Office, led by Dr. Dolores T. Quiambao, Vice President for Student Affairs and Services and Director for GFPS, the seminar brought together GAD coordinators and focal persons from across the university to ensure unified and responsive GPB preparation for FY 2026.
