
The Administrative Council of Pampanga State University (Pampanga State U), led by its President, Dr. Enrique Baking, joined by select teaching and non-teaching personnel and stakeholders, finalized the University’s Five-Year Strategic Plan for 2026–2030 and Extension Agenda held in Baguio City last November 19 to 21, 2025.
The plans aimed to get Board of Regents' approval in January 2026 to finally unveil the new mission, vision, core values, institutional goals, strategic objectives, and targets for 2026– 2030.
“Our vision, mission, goals, and objectives call us to be a leading institution dedicated to human and community development. Our institutional goals challenge us to strive for academic excellence, operational efficiency, social relevance, and global readiness,” said Engr. Reden Hernandez in his opening remarks.
He also mentioned that the participants must rise literally and figuratively to a higher vantage point to achieve the plans as we move higher, observe patterns, anticipate needs, and embrace possibilities.
“As we move forward in this process, may this time away serve as our moment to broaden our view. Let us envision a Pampanga State University that rises beyond expectations, not because we must, but because our students, our communities, and our nation deserve nothing less,” Engr. Hernandez stated.
The University’s top management also led a ceremonial signing and pledge of commitment as a symbol of support to advancing the implementation of the plans crafted in the three-day event.
Also presented was the cascading of targets and performance indicators by the assigned directors, who discussed the significance of each element to the medium-term development plan.
Meanwhile, Dr. Gil G. Cruz Jr. from the University of the Philippines served as the main resource speaker for the crafting of the Extension Agenda.
Prior to the activity, the core group of the strategic plan held a consultation with various clusters and a thorough planning and research exploration in formulating the medium-term development plan of Pampanga State U.
