
Dr. Enrique G. Baking, University President of Pampanga State University (Pampanga State U), and Dr. Eddiebal P. Layco, Director of the Planning and Development Office, participated in the Development Council of State Universities and Colleges Region III (DC-SUC III) year- end gathering and ceremonial turnover held at Hotel Seoul in Clark, Pampanga, on December 17, 2025.
DC-SUC III recognized the commitment and dedication of Pampanga State U in leading the SUCs in Region III in Interinstitutional Research and Policy Studies during Calendar Years 2022 and 2023, with Dr. Enrique G. Baking serving as Chairperson and Dr. Eddiebal P. Layco as Executive Director.
Both Dr. Baking and Dr. Layco received plaques of recognition for their contributions to the growth and development of the Center.
“As one of the administrators of Pampanga State U, the recognition brings personal fulfillment and gratitude, affirming that the service and dedication to the institution are valued. Professionally, it reinforces leadership credibility and inspires continued commitment to advancing the University’s mission of excellence, innovation, and public service,” said Dr. Layco in an interview.
The acknowledgement highlights effective leadership in strengthening collaboration, strategic planning, and institutional research among SUCs in Region III, guiding the organization toward responsive governance, impactful programs, and alignment with national higher education goals.
On the other hand, Tarlac State University is now officially assuming leadership positions of the organizations following a turnover ceremony from the previous leaders, who were led by Central Luzon State University.
