
To establish strategic guidelines for improving operational performance and service quality, Tarlac State University (TSU) conducted a benchmarking activity at Pampanga State University (Pampanga State U), held at Café Honorio on December 3, 2025.
TSU aims to learn best practices in standardizing operations, managing funds, overseeing food and event services, and streamlining procurement, particularly in hotel and restaurant management, to ensure efficient and accountable service delivery across the university.
The visitors were welcomed by Ruth Anne Butiu, Regulatory Compliance Unit Head of the Planning and Development Office, together with Dr. Nathan Philip N. Paras, Head of the Stalls and Rental Unit under the Office of Auxiliary Services.
“Bale meron pong tatlong unit ang Auxiliary Services Office namin: ‘yung sa rental, ‘yung sa Hotel, and ‘yung sa General Merchandise po,” said Butiu.
Meanwhile, Dr. Paras presented the operational procedures, maintenance practices, and services offered by the auxiliary units.
“Dalawa po kasi ang function niyan, Ma’am [rental]. Kapag internal siya, we have to secure a letter of approval from the Office of the President—hindi po natin siya magagamit kung wala siyang approved letter. First come, first served basis po tayo sa mga reservations natin,” Paras explained.
TSU representatives were led by Elena May Teofilo, Hotel General Manager under TSU Auxiliary Services, along with other staff involved in food and beverage operations.
